Remove existing overlays from overlays list

Description
When creating a overlay, the list of overlays is dynamically generated. But at this time it includes all supported overlays, including those who are already activated for a specific backend. As they cannot be reinstanciated, it would be nice to remove them from this list !

That is a little more complicated, because it depends on the overlay. Some overlay can be instanciated multiple times, eg. memberof; Others should not, eg. syncprov.
